Blocked emergency exits.?

Here in Cardiff, Wales UK toy shop with famous children at all the world, and I realized the last time I had to go there (I only go there as a last resort) for my nephew a birthday present, not only was unchild store was friendly, and it was more like a house of a toy store Ware, but the worst thing I saw was only one exit was open, everything else which closed with an electronic portal with an "emergency exit" sign and behind closed doors at each withdrawal check on shopping carts twenty / thirty / cars. Surely this is violating the laws of health and safety, all exits must be clear. There is nothing we can do about it? I wonder if and in other channels as well known toy store for kids?
